Application files are open by Higher education institutions in accordance with the excellence of foreign students whom they want to welcome in their training.
The France Excellence Eiffel scholarship program
The France Excellence Eiffel scholarship program is developed by the Ministry for Europe and Foreign Affairs to allow French higher education institutions to attract the best foreign students in diploma courses at Masters’ and Doctorate/PhD level.
This allows to train the next foreign decision makers, in private and public sectors, in critical studies fields, and boost applications by students from emerging countries at Masters’ level and emerging and industrialised countries at PhD/Doctorate level.
The Eiffel scholarship program is a tool developed by the Ministry for Europe and Foreign Affairs to enable French higher education institutions to attract the best foreign students to master’s and doctoral level degree programs.
It enables the training of future foreign decision-makers, from the private and public sectors, in priority fields of study, and to stimulate applications from foreign students aged 27 years or less for the master’s level and 32 years or less for the doctorate level.
Calendar session 2025
Please note that this calendar does not apply to students who must contact French establishments to find out their application deadline. Â
- Opening of the call for applications:Â October 1, 2024
- Webinar for institutions  : early October
- Deadline for institutions to submit application files to Campus France  : January 8, 2025 inclusive
- Announcement of results:Â the winners and the establishments will be informed of the results by email the 1st week of April 2025

Selection
- The Ministry for Europe and Foreign Affairs appoints experts for the selection of scholarship recipients for the program. Each expert is a teacher-researcher, and holds accreditation to supervise research for the doctoral component, and has proven international experience. He or she is appointed for a non-renewable period of 4 years. Consult the list of the jury for the 2024 session .
- The expertise of the files is established on the basis of the evaluation grids. Access the details of the grading grids for the Master’s or Doctorate component.
